Getting Started

GovCon 101

This 1.5 hour session will give you an introduction of Government Contracting and discuss the various factors you may want to consider before entering this market. We'll discuss how the Government market differs from the commercial market, the pros and cons of servicing this market, how the government buys, and all the various steps required in order to sell to the Government.

Prerequisite: There are no recommended prerequisites for this session.

Capability Statement

Capability Statements are one of the key components to any Government marketing plans and should be one of your main marketing materials for your Government customers. Capability statements act as a resume of your business, including all important information (past performance, key capabilities and differentiators, small business certifications etc.) that your potential Government customer relies on for market research. These statements should be tailored to each customer depending on their mission, to clearly and quickly show the Government customer how your company "fits" with their needs. CIRAS can help you craft and/or review your capability statement to make it as impactful as possible. Navigating GovCon Registrations and Certifications

This session will be offered in SE Iowa, NE Iowa, Central Iowa and Western Iowa throughout the year. If you do not see an upcoming session in your area, please contact Beth White (whiteb@iastate.edu) for information.

This 2.5-hour session will provide you with an overview of the different registrations and certifications available to companies interested in doing business in the government sector. Attendees will receive a top-level briefing from each organization and then have an opportunity to participate in round-table discussions hosted by each of these areas:

  • Small Business Administration: HUBZone Program, 8(a) Business Development Program/Small Disadvantaged Business Preference Program, Woman-Owned Small Business/Economically Disadvantaged Woman-Owned Small Business Program
  • Iowa Department of Inspections and Appeals: Targeted Small Business Program (TSB)
  • Iowa Department of Transportation: Disadvantaged Business Enterprise Program (DBE)
  • North Central Minority Supplier Development Council: Minority Business Enterprise Certification (MBE)
  • CIRAS' Procurement Technical Assistance Program: Veteran-Owned Small Business Program, Service-Disabled Veteran-Owned Small Business Concern Program, System for Award Management and Other state/local registrations and certifications

Preference Programs

8(a) Business Development Program/Small Disadvantaged Business Preference Program: This session is appropriate for companies interested in or currently pursuing Federal contracts, and that are majority owned by socially and economically disadvantaged individual(s). The session will discuss the purpose and significance of the Federal preference programs, eligibility requirements and the benefits for your company for Federal contracting. After the session, your company should be able to easily assess whether the program would be applicable to your efforts, and have the next steps to apply for certification. Woman-Owned Small Business/Economically Disadvantaged Woman-Owned Small Business Program: This session is appropriate for woman-owned businesses interested in or currently pursuing Federal contracts. The session will discussion the purpose and significance of the Federal preference programs, eligibility requirements and the benefits for your company for Federal contracting. After the session, your company should be able to easily assess whether the program would be applicable to your efforts, and have the next steps to apply for certification. HUBZone Program: This session will discuss the program benefits and eligibility requirements of the HUBZone program. We will also discuss the different types of HUBZones and the steps needed in order to apply for the program. Click here to register and view the pre-recorded webinar.

Service-Disabled Veteran-Owned Small Business Program: This program is appropriate for Veteran-Owned businesses interested in or currently pursuing Federal contracts. This session will discuss the both the Veteran-Owned Small Program designation as well as the Service-Disabled Veteran-Owned Small Business program, and the benefits and eligibility requirements of each. We will also discuss the Vets First Contracting Program and the process for becoming verified through the Center for Verification and Evaluation. After this session, your company should be able to easily assess whether the program would be applicable to your efforts, and have the next steps to apply for verification. All Small Mentor Protégé Program: This on demand webinar program is appropriate for all small businesses interested in Federal contracting, and provides an overview of a new SBA program, as of 2016 that allows all types of small businesses (previously reserved for certified 8(a) firms) the ability to enter into Mentor Protégé Agreements with another business (can be large business) to obtain technical and business assistance for growth in the Government market. Participants are also able to form J/V and bid on contracts as a team. The intent of the program is sales growth for all small businesses in the Government sector.
